The issue of security has a history as long as human life. Among the different types of security, economic security is one of the aspects of human security, which affects political, judicial, environmental, and individual and collective security due to its functional scope. This article adopted a descriptive-analytical approach in examining the harmful factors and threats to the economic security in the Qajar period. It aimed to analyze and evaluate the influences of the structure and agent in this regard. Several factors were influential in the occurrence of economic insecurity in the Qajar period. Some of these factors were substantial and some were the results of the situational context of that time. The findings of this study show that in addition to the structure of the Qajar autocratic system and its shortcomings (lack of law, inefficient bureaucracy), the actions of the government officials were also effective in the occurrence of economic insecurity at the individual and social levels. This study also indicates the distinction between the actions of the corrupt agents and the structuring and foundation-breaking actions of the reformed agents.
