Public participation has become one of the important principles of planning discourse in the world in the last decades of the twentieth century. Despite the rich foundations of social issues in Islam, the place of citizen participation in urban management has been less addressed so far. This article aims to explore the issue of participation in Islam and the views of Islamic scholars, especially Allameh Tabataba'i, and attempts to clarify this issue in the context of the Islamic-Iranian city by comparing the views of Western scholars and Allameh. The research method is a comparative analysis based on three levels of participation: rhetorical, limited, and real. The main hypothesis of the research is that Allameh Tabataba'i's theories can provide a comprehensive framework for real citizen participation. The results show that what Islam accepts as participation is not a limited and rhetorical type of participation, but rather real participation, and Allameh Tabatabaei's views are tailored to high levels of participation; the findings of this research can be used in designing participatory policies and Islamic urban management. Keywords: Allamah Tabatabaei and the concept of participation, Islamic thinkers and the concept of participation, citizens and participation in urban management.
