Talking about "goals and means" and the quality of choosing the means in achieving the goals, is one of the most challenging issues in the fields of management, especially politics and government, and has long been the subject of many theories. This issue becomes doubly important especially in conflicts, where illegitimate and unethical means are more obvious, because they are the least expensive and fastest means of achieving goals. Examining the political tradition of Imam Ali (AS) in why he chose some means, among other means that were subject to selection, and understanding the reason why he did not choose other means, leads us to the existence of certain principles and criteria in the "quality of employing means". Implementing a descriptive-analytical method, this research examines historical and hadith books. Four principles from the political life of Imam Ali (AS) in the quality of employing means were extracted including the principle of ethics, the principle of Shariat, the principle of expediency and the principle of prioritization.
